India passed a new mining law - the Mines and Minerals (Development & Regulation) (Amendment) Bill (MMDR) - with 117 votes in favour.  69 Members of Parliament voted against and two Member abstained.

The exploration of natural resource wealth - most notably oil, gas and minerals - is often associated with pollution, environmental degradation and unsustainable practices.  It doesn't need to be all bad, though.  As the example below shows, there is a growing number of initiatives that draw on resource revenues to plug critical budget gaps and support much-needed initiatives. With the right support, parliamentarians can lead the way.

The second meeting of the Executive Committee (ExCo)of the newly-formed Commonwealth Association of Public Accounts Committees (CAPAC) took place in the Palace of Westminster, London, on 20 October 2015.
