This tool developed by UNDP and GOPAC focuses on the role of parliaments in combating corruption in general, and in assisting in a country’s compliance with UNCAC more specifically. It comprises a series of questions or checklists, answers to which serve to identify gaps in the effectiveness of a parliament’s contribution to the implementation of the Convention. By identifying the most serious gaps, plans can be put in place to strengthen a parliament’s anti-corruption procedures with targeted improvements in legislation, executive oversight, budgetary control and the protection of standards of conduct in public life, as the case may require.

This self-assessment tool focuses on the role of parliaments in the fight against corruption and more specifically on the implementation of the provisions of Chapter 2 of the UN Convention against Corruption. It comprises a series of questions and checklists, answers to which will serve to identify gaps in the effectiveness of a parliament’s contribution to the implementation of the Convention.

The self-assessment tool is meant to support parliamentarians as a:

  • Benchmark for measuring progress;
  • Basis for dialogue with the Executive;
  • Tool for mobilizing public opinion and non-governmental actors around a strategy against corruption;
  • Means of identification of priorities on which to base the support and external expertise, and international cooperation.
