Project Manager at Pro PALOP-TL and Public Financial Management Specialist
With a professional career spanning over 20 years, a Master's degree in Global Management, and a postgraduate qualification in Public Finance, Lidiane began her journey in the private sector, working in finance, planning, and strategy. In the public sector, she has spent 16 years specializing in public financial management.
Lidiane began her public sector career at the National Institute of Social Security (INPS), where she held key roles for seven years. Initially, she joined the INPS Investment Division, managing an investment portfolio equivalent to 25% of Cabo Verde’s GDP and serving as a Controller, overseeing and monitoring budget execution. After two years, she took over the Accounting Division and later led the Financial and Administrative Directorate of INPS, joining the team that worked on implementing a major reform in the Institute’s information systems and adopting public accounting.
In 2013, she assumed the role of Director of Public Accounting Services at the Ministry of Finance of Cabo Verde. The following year, she took on the leadership of the National Directorate of Budget and Public Accounting, where she spearheaded a wide range of reforms and public policies for over eight years, consistently prioritizing results, transparency, and national development. During this period, she led a structural reform, notably overseeing the drafting and implementation of the Budget Framework Law, with key highlights such as the introduction of the Medium-Term Expenditure Framework, program-based budgeting, and gender-responsive budgeting (developed in 2019 and implemented in 2021). Additionally, she played a pivotal role in strengthening the decentralization of budget execution and implementing cash-based accounting in alignment with IPSAS (International Public Sector Accounting Standards). In this capacity, she was also actively involved in national strategic planning processes, ensuring alignment with national, regional, and international agenda.
Navigating through successive international crises provided her with invaluable experience in public policy formulation and impact assessment. Her nine years at the Ministry of Finance enabled her to evaluate economic policies from a broad and strategic perspective.
Currently, as Project Manager and Public Financial Management Specialist for Phase III of the Pro PALOP-TL program - a regional economic governance initiative funded by the European Union and implemented by UNDP Cabo Verde - she continues to leverage her expertise.
