Parliamentary engagement in NCG

GLOBE Legislators has long played a leading role in bringing parliamentarians into global climate negotiations, from the 1992 Earth Summit to ongoing engagement under the Paris Agreement. As the UNFCCC Focal Point for the Parliamentary Group, GLOBE continues to promote stronger parliamentary involvement in climate governance—particularly in shaping and overseeing Nationally Determined Contributions (NDCs). This report, launched during the inaugural Rio Climate Action Week, highlights that despite progress, parliaments remain an underutilized force in driving accountability, ambition, and consensus on climate action.

The study finds that parliamentary engagement in key processes—such as the first Global Stocktake (2023)—has been limited, with low awareness and participation on both institutional and political sides. As countries prepare their third generation of NDCs (NDC 3.0) ahead of COP30, delays and gaps in ambition persist. GLOBE argues that stronger parliamentary involvement is essential to ensure NDCs are credible, investable, inclusive, and implementable. Through their roles in legislation, oversight, and budgeting, parliaments can help anchor climate commitments in law and strengthen public trust.

The report concludes that improving parliamentary participation, strengthening capacity for MPs, and fostering collaboration with Climate Change Councils are critical next steps. While based on initial findings, this study underscores a clear message: effective climate action depends not only on executive leadership, but on empowered and engaged parliaments.
