This OECD report explores how artificial intelligence (AI) can support citizen participation and democratic innovation by making participation processes more accessible, efficient, and scalable.

Artificial Intelligence and the Future of Citizen Participation examines how AI can improve citizen participation, drawing on 50 use cases from 22 OECD member and partner countries. The report introduces a typology of nine AI applications for participation, including translation, transcription, moderation, facilitation, virtual assistance, sense-making, and simulation. The report also identifies ethical, operational, exclusion, public trust, and inaction risks associated with the use of AI in participatory processes. Beyond risks, it highlights institutional challenges such as skills gaps, limited capacity, and difficulties in scaling AI solutions within government.
