This discussion paper focuses on the relationship between political party and parliamentary support and aims to identify the factors preventing or promoting greater integration, coordination and impact between the two fields. It also looks at recommendations on how support can best be integrated at the strategic and practical levels. The paper scrutinizes political party support programmes in four countries (Ghana, Macedonia, Tanzania and Uganda) and argues that to achieve political reforms, it is crucial for donors and assistance providers to play a political role when implementing donor programmes. One successful form of such political programming, it finds, is the integration of support to parties and to parliaments.
