Early in 1999, the administration of the Philippines asked the World Bank to make recommendations to help the government strengthen its fight against corruption in the Philippines. This is the final version of the report, but it only focuses on the economic problem of corruption. The ethical problem is not addressed in this publication. Chronologically, the report focuses on the question why to fight corruption, what corruption looks like in the Philippines, which key institutions are involved in the anti-corruption program, which recommendations the World Bank proposes and finally how to implement a comprehensive anticorruption program.
