This document consists of a presentation of the Council of Europe (CoE) concerning ICT for participatory democracy. This workshop focused on standard-setting on e-democracy. The authors explain the concept of e-democracy, examine the link between the CoE and e-democracy and then focus on standard-setting and possible approaches.
