This study describes women’s and minorities’ situation in Nepal, through History, Nepalese society, poverty’ repartition, legal system, governance, government policy and institutional framework and service delivery. It reports on how these institutions are changing and how the State and civil society actors are responding to changes taking place in Nepal. It describes also the linkages between exclusion and poverty and recommends strategies and actions to promote progress towards a more inclusive and equitable society.
